Home Heating Cost Reduction Obligation HHCRO - Affordable Warmth 



The Home Heating Cost Reduction Obligation HHCRO, better known as the Affordable Warmth Scheme, is directed at increasing a homes energy efficiency, reducing energy costs and reducing CO2 emissions, of those homes that are occupied by Private Tenants and for those people who own their own property. In order to qualify for this particular scheme two main qualification criteria have to be initially satisfied.

Affordable Warmth Qualifying Criteria


1.   Qualifying Benefits

The Benefits and Credits listed below show which come under the Affordable Warmth Scheme:

Pension Credit 
Child Tax Credit 
Working Tax Credit
Income Support
Income Based JSA
Income Based ESA
Disability Allowance

2.   Qualifying Boiler

The main types of boilers that qualify are usually boilers that are old, inefficient or broken non-condensing boilers, as the Affordable Warmth Scheme provide an 'A' rated condensing boiler as the replacement. As long as the boiler is confirmed as being below 86% efficient on the SEDBUK then that boiler can usually be replaced free of charge.

SEDBUK (Seasonal Efficiency of Domestic Boilers in the UK) - Affordable Warmth

The Government's recommended testing system, the Standard Assessment Procedure 2009 (or SAP 2009) uses information from SEDBUK to measure the energy efficiency of domestic central heating boilers in the United Kingdom. SEDBUK is an estimate of the seasonal efficiency of a domestic central heating boiler when working in typical conditions in the United Kingdom and is used in SAP assessments and in Building Regulations.

SEDBUK ratings for domestic central heating boilers are expressed in percentage bands, relating to the estimated level of energy efficiency of the boiler.  Until October 2010 the percentage energy efficiency bands were also expressed on an 'A to G' rating but this was withdrawn to avoid confusion with the new European energy labelling system which is similar to that used for other domestic appliances such as refrigerators.

A       90% and above
B       86% - 90%
C       82% - 86%
D       78% - 82%
E       74% - 78%
F       70% - 74%
G        Below 70%
